Tekda Beko Bagarri, KAPD Commissioner of Bekasi City, said that his party will study the report so far.

"Every student who violates the rules listed in the code of conduct, will be charged points proportional to the weight of the violation committed by the student," Sumarwanto said.

This rule is known and agreed upon by the school and parents or guardians counted since students are registered as students.

"If the student violation points accumulate to a certain amount, then the student will get the toughest sanction, which is willing to resign," he said.

In the case of students with the initial P, the school did not take unilateral actions in the form of expenses or terminations.

Another step that the KPAD will take in handling this case is to conduct a direct visit to the Al-Azhar Summarecon Islamic Middle School.

"We will only visit when we don't know when because from the school they also need preparation," said Aris.

Broadly speaking, the school denies any suspected bullying by senior P students who are Grade 7 students.

"If there is a report from the reporter (suspected of bullying), but if there is no report from the reporter, there is only a fight,"

“Kalau politikus tulen pasti berusaha semakin menjatuhkan dan bagaimana tingkat keterpilihannya meningkat, tapi kami ingin membangun diskursus agar kondisi ekonomi Indonesia tak semakin buruk saat tanggal pemungutan suara Pilpres 2019 yakni 17 April 2019,” tegas Sandiaga.

Mantan wakil gubernur Jakarta itu pun mengkritik paket kebijakan ekonomi ke-16 itu lantaran sempat mengalami krisis sehingga membingungkan masyarakat.

“Mengeluarkan paket kebijakan itu harus benar-benar perhitungannya, jangan sampai coba-coba, awalnya dikatakan 54 bidang usaha dibuka untuk asing lau mengalami revisi jadi 25 kan menimbulkan kebingungan dan kesimpangsiuran,” ungkap Sandiaga.

“Untuk membuka usaha mikro kecil dan menengah bagi investasi asing harus perhatikan betul mana umkm yang berpotensi meningkatkan lapangan pekerjaan,” pungkasnya.

Krisis pada 2013 disebabkan oleh taper tantrum akibat rencana Bank Sentral AS (The Fed) menaikkan suku bunga acuan dan mengakhiri stimulus ekonominya. Adapun gejolak di pasar keuangan sepanjang tahun ini lebih dipengaruhi oleh isu perang dagang (trade war) antara AS dan Tiongkok.

Meski demikian, Yunarto memperkirakan jumlah uang beredar akan meningkat lantaran adanya Pemilu. Apalagi, jumlah calon legislatif dalam Pemilu mencapai 26 ribu calon. Hal ini akan berdampak pada konsumsi masyarakat.

Ia mengatakan, hanya ada dua variabel yang akan memengaruhi kinerja ekonomi, yakni konflik dalam skala nasional dan perubahan struktur ekonomi. Contohnya di Thailand yang sempat mengalami konflik kudeta militer pada 2014. Saat itu, demonstrasi besar turut menggoyangkan pasar domestik namun hanya berlangsung dalam lima hari saja. "Setelah itu, market punya imunitas sendiri," ujarnya.

Selain itu, struktur ekonomi akan berubah bila seorang pemimpin mengubah visi dan misi secara masif. Hal seperti ini terjadi pada Zimbabwe yang melakukan reformasi tanah pada 1980. Yunarto menilai, tidak ada perbedaan signifikan pada kebijakan ekonomi kedua calon presiden 2019-2024. Sementara itu, proses pemilu diperkirakan tidak akan memicu terjadinya konflik. "Pemilu kita memang panas tapi ujungnya damai. Tidak pernah sampai konflik," ujarnya.

Pojok Pos. Calon wakil presiden nomor urut 02 Sandiaga Uno menyatakan paket kebijakan ekonomi 16 yang dikeluarkan pemerintah akhir pekan lalu sebagai bentuk kepanikan. Paket kebijakan ini diterbitkan karena ekonomi Indonesia sedang dalam kondisi buruk.

Menurut dia, kondisi ekonomi yang buruk ditandai dari lemahnya ekspor industri dalam negeri. Apalagi, investasi Indonesia sedang tidak baik. “Target pertumbuhan ekonomi 7 persen, faktanya baru sekitar 5 persen. Akhirnya direvisi,” kata Sandiaga di Kebayoran Baru, Jakarta Selatan, Rabu (21/11). “Karena di bawah target, kami tahu kondisi ekonomi tidak dalam keadaan baik.”

Diterbitkannya paket kebijakan ekonomi 16, dia melanjutkan, justru membuat bingung banyak pihak. Sebab, formula baru itu banyak menghasilkan simpang-siur. Hal itu lantaran pemerintah sempat menyebutkan bahwa terdapat pembukaan 54 bidang usaha untuk investasi asing melalui relaksasi Daftar Negatif Investasi (DNI).

Namun, setelah mendapatkan banyak kritik, pemerintah lantas menyebutkan bahwa hanya 25 bidang usaha yang benar-benar dibuka untuk asing. “Ini menimbulkan ketidakpastian. Begitu rilis direvisi dan lainnya wait and see,” ujar Sandiaga.

Pemerintah, di melanjutkan, harusnya memastikan dahulu paket kebijakan ekonomi tersebut sedari awal. Sehingga, antarkementerian tak berbeda pendapat satu dengan yang lain. Pemerintah pun semestinya mendengar aspirasi dari berbagai bidang usaha di Indonesia, khususnya usaha mikro, kecil, dan menengah (UMKM).

Apalagi, UMKM memiliki kontribusi 60 persen terhadap ekonomi Indonesia. Sebanyak 97 persen lapangan kerja di Indonesia pun tercipta oleh UMKM. Selain itu, UMKM menjadi solusi mengatasi ketimpangan ekonomi.

Menurut Sandiaga, hal ini perlu dilakukan untuk mengatasi masalah ekonomi Indonesia dengan tepat. “Namanya mau buat resep obat mengatasi demam, ya, harus dibuat diagnosa yang pas,” kata dia.
Dari kubu yang sama, mantan Menteri Keuangan Fuad Bawazier menilai paket kebijakan ekonomi XVI tidak tepat lantaran berusaha memperbaiki ekonomi melalui peningkatan investasi. Padahal, masalah ekonomi saat ini muncul akibat menurunnya daya beli dan tingkat konsumsi masyarakat.

Sementara itu, industri sedang mengalami kelebihan produksi. Fuad memaparkan, pertumbuhan produksi di kuartal dua 2018 sebesar 5,27 persen. Adapun pertumbuhan konsumsi baru mencapai 3,9 persen. “Ada stok tidak terserap pasar, jumlahnya sangat serius,” kata anggota Dewan Pembina Partai Gerindra ini.

Dia menilai paket kebijakan ekonomi yang diterbitkan pemerintah ini bakal sia-sia. Sebab, kebijakan tersebut dinilai tak akan mampu mendorong kondisi ekonomi Indonesia akan semakin baik.

Karenanya, Prabowo Subianto-Sandiaga menawarkan program yang diklaim lebih tepat mengatasi persoalan ekonomi Indonesia, khususnya terkait defisit transaksi berjalan. Program tersebut adalah dengan meningkatkan ekspor industri padat karya dan sumber produksi nasional.

Kandidat oposisi dalam Pilpres 2019 ini juga menawarkan program pembukaan lapangan kerja, terutama melalui UMKM dan wirausaha. Lebih lanjut, mereka bakal membatasi impor yang dianggap terlalu boros saat ini.

Hal lain adalah dengan melakukan penghematan terhadap hal-hal yang dianggap terlalu seremonial. “Hal itu memberi pesan bahwa pemerintah serius melakukan penghematan,” kata Sandiaga.

Kanal Utama. Calon Wakil Presiden nomor urut 02 Sandiaga Uno menjamin ketersediaan lapangan kerja saat ia terpilih nanti. Sandiaga juga menjadi biaya hidup masyarakat juga akan lebih terjangkau.

"Kita harus bikin pekerjaan yang baik berkualitas," kata Sandi dalam acara Indonesia Economic Forum di Shangri-La Hotel, Jakarta Pusat, Rabu (21/11/2018).

Selain itu, ia juga menjanjikan biaya hidup yang murah. Dengan demikian masyarakat tidak lagi mengeluhkan harga yang mahal.

"Kita harus membuat biaya hidup itu terjangkau, khususnya untuk masyarakat kelas menengah ke bawah," ujar Sandi.

Dua hal tersebut menjadi janji kampanye pasangan nomor urut 02 dengan tujuan untuk membuat masyarakat sejahtera.

Sandi juga mengatakan, bahwa dirinya tidak menyebarkan ketakutan dalam kampanyenya. Ia hanya memaparkan masalah yang terjadi dan mencoba untuk mengatasinya.

"Banyak politisi yang bilang kami menebar ketakutan kesedihan, tapi tidak begitu. Kami hanya mendiagnosa hal itu dulu mengingatkan dalam tiga bulan pertama kampanye kami ada hal itu, terkait apa problem bangsa ini," tutur Sandi.

Sandi juga berpesan jika masyarakat sudah puas terhadap kondisi ekonomi Indonesia saat ini, maka memilih pasangan yang lain. Sedangkan jika masih belum puas akan capaian ekonomi terkini, maka pihaknya akan mencoba memperbaikinya.

"Tapi jika ingin ekonomi lebih baik lagi kami tawarkan itu," ujar Sandi.

Pojok Nasional. Cawapres Sandiaga Uno menyambangi pedagang pasar ikan di Pasar Peunayong, Banda Aceh, Aceh. Sandiaga mendengar curhat para pedagang yang mengeluhkan sepinya pasar dan butuh modal usaha.

"Kita melihat ekonomi di sini ada keluhan agak sedikit sepi dan para pedagang, termasuk Pak Samsul, Ketua Pasar Ikan di sini, menginginkan permodalan. Koperasinya direvitalisasi. Tadi saya bicara sama Bu Anisah (pedagang ikan) juga di sini pedagang ikan perlu sekitar Rp 10 juta sebagai modal kerja mereka," kata Sandiaga kepada wartawan setelah berkunjung ke Pasar Peunayong, Banda Aceh, Selasa (20/11/2018).

Sandiaga akan memastikan bantuan permodalan untuk para pedagang ikan tersebut. Sebab, salah satu cara meningkatkan ekonomi masyarakat, menurut Sandiaga, adalah mempermudah akses permodalan.

"Ini yang nanti saya akan memastikan bahwa ada bantuan permodalan karena salah satu cara mereka meningkatkan ekonomi rakyat adalah mereka mendapatkan akses permodalan yang selayaknya," jelas Sandiaga.

Selain itu, Sandiaga mengaku nanti akan membuat konsep pasar di Aceh seperti yang sudah dikembangkan di Jakarta. Menurutnya, pasar saat ini sudah mulai bergerak ke sektor wisata kuliner.

"Konsep pasar nanti akan kita susun karena sekarang penataan pasar kita lihat sudah bergerak menuju bagian wisata kuliner. Pasar ini juga bisa didorong untuk membuat event besar di pasar dan ini sudah kami kembangkan di Jakarta, Insyaallah di Aceh kita akan lakukan juga hal yang sama," ujar Sandiaga.

Rakyat Utama. Cawapres Sandiaga Uno menepis anggapan yang menyebut pihaknya menebar ketakutan ekonomi. Sandiaga mengatakan persoalan ekonomi adalah masalah bangsa.

Sandiaga mengatakan fokus mereka pada masa kampanye ini adalah masalah ekonomi. Selain itu, lanjutnya, mereka ingin membuat warga semakin sejahtera.

"Dan membuat gimana mereka (warga) menyadari hal itu. Dan seperti Pak Prabowo sebutkan tadi pagi, seperti ada paradoks di negeri ini dan ini sangat memukul dengan capaian kita saat ini, di mana seharusnya kita bisa meraih hal itu," kata Sandiaga saat menjadi pembicara dalam Indonesia Economic Forum 2018 di Sangri-La Hotel, Jakarta, Rabu (21/11/2018).

Sandiaga menegaskan pihaknya sudah punya rencana terobosan terkait masalah ekonomi itu. Sandiaga lalu bicara soal adanya anggapan yang menyebut mereka menebar ketakutan ekonomi.

"Tapi kami Prabowo-Sandi punya breakthrough plan (rencana terobosan), dan jika ditanya gimana implementasinya dan detailnya, memang banyak politisi yang bilang kami menebar ketakutan, kesedihan, tapi tidak begitu. Kami hanya mendiagnosa hal itu dulu, mengingatkan dalam tiga bulan pertama kampanye kami ada hal itu, terkait apa problem bangsa ini," sambungnya.

Terkait perubahan ekonomi, Sandiaga menegaskan harus ada ketersediaan lapangan pekerjaan. Lapangan pekerjaan yang berkualitas akan membuat biaya hidup terjangkau.

"Hal kedua kami lakukan adalah yang spesifik soal ekonomi, apa? Pekerjaan? Kita harus bikin pekerjaan yang baik berkualitas dan kita harus membuat biaya hidup itu terjangkau, khususnya untuk masyarakat kelas menengah ke bawah," papar dia.

Sandiaga ingin pertumbuhan ekonomi Indonesia lebih cepat. Dia menyebut situasi ekonomi saat ini bisa dikatakan referendum terhadap ekonomi.

Rakyat Digital. Untuk kesekian kalinya, Bank Indonesia menaikkan suku bunga BI 7 Days Repo menjadi 6 persen pada Kamis pekan lalu.  Kepala Ekonom Bank Mandiri Anton Gunawan mengatakan kenaikan bunga acuan BI akan berdampak pada pertumbuhan ekonomi 2019 menjadi 5,1 persen, di bawah target pemerintah sebesar 5,3 persen.

Perlambatan tersebut disebabkan oleh investasi yang terbatas lantaran kenaikan bunga acuan BI. “Kami lihat ada tightening yang terjadi. Karena bunga acuan naik, ada dampak sedikit,” kata dia kepada katadata.co.id usai acara Indonesia Investment Conference & Exhibition 2018 di Ritz-Carlton, Jakarta, Rabu (21/11).

Ia memperkirakan likuiditas global akan berkurang sehingga mempengaruhi investasi asing alias foreign direct investment (FDI). Di sisi lain, upaya pemerintah menarik investor asing masih memerlukan masa transisi selama setengah tahun.

Sementara itu, konsumsi rumah tangga juga diperkirakan terpengarauh oleh kenaikan bunga acuan. Penurunan konsumsi disebabkan oleh kenaikan suku bunga kredit. Apalagi, Anton menilai upaya pemerintah dalam menekan impor dan meningkatkan ekspor belum maksimal. Hal ini turut memengaruhi capaian pertumbuhan tahun depan.

Walaupun, menurut dia, kenaikan bunga acuan BI sebanyak 170 basis poin sepanjang tahun ini belum berdampak sepenuhnya terhadap bunga kredit. “Biasanya ada lack, belum semua menaikkan lending rate. Tapi sebagian sudah,” ujarnya.

Setali tiga uang, ekonom Institute for Development of Economics and Finance (Indef) Bhima Yudhistira mengatakan kenaikan bunga acuan BI akan berdampak pada pertumbuhan ekonomi tahun depan. Ia memperkirakan kenaikan kredit imbas dari kebijakan BI akan memotong pertumbuhan 2019 menjadi 5,1 persen, sesuai batas bawah proyeksi BI.

“Transmisinya ke KPR (kredit pemilikian rumah), kredit kendaraan motor mahal. Padahal backbone pertumbuhan ialah konsumsi rumah tangga,” kata dia. Meskipun, ia meyakini kenaikan bunga acuan tidak langsung berdampak pada kenaikan kredit tahun ini, tapi pada 3-5 bulan mendatang. Akibatnya, masyarakat akan menahan dan berhati-hati dalam belanja.

Selain kenaikan KPR, nilai properti bakal naik lantaran harga bahan bakunya meningkat. Di sisi lain, kredit konstruksi terkena dampak kenaikan bunga acuan. “Konsumen ambil KPR mahal walau ada Loan To Value (LTV),” ujarnya.

Sementara dari sisi usaha, kenaikan bunga acuan akan mempengaruhi kenaikan biaya produksi. Hal ini seiring kenaikan  harga bahan baku untuk impor akibat fluktuasi rupiah dan kenaikan beban bunga utang. (Baca juga: Permintaan Melambat, BNI Belum Naikkan Suku Bunga KPR dan KKB).

Secara sektoral, usaha yang mengandalkan kredit perbankan besar ialah tekstil dan perkebunan, terutama sawit dan karet. Sektor tersebut membutuhkan kredit untuk memenuhi kebutuhan bahan baku. Lagi-lagi, bahan bakunya semakin mahal lantaran diperoleh dengan impor sehingga terkena dampak fluktuasi kurs.

Dari sisi investasi, Bhima mengatakan sebagian besar investasi menggunakan kredit. Dengan kenaikan bunga acuan BI, kredit investasi akan ikut terkerek. Kaitannya tak berhenti di sini. Pesta politik pada tahun depan diperkirakan menurunkan investasi. Para pemodal diperkirakan menahan dari menanamkan dananya lantaran menunggu kepastian politik.

Sejauh ini, penurunan investasi asing secara langsung (FDI) terjadi pada triwulan ketiga 2018. Jumlah penanam modal asing pada periode tersebut hanya Rp 89,1 triliun. Nilai ini anjlok 20,2 persen dibandingkan tahun lalu yang mencapai Rp 111,7 triliun. “Itu menjadi tanda bahwa mengandalkan investasi sebagai motor pertumbuhan agak susah,” ujarnya.

Sebelumnya, Bank Indonesia memproyeksikan pertumbuhan ekonomi 2019 akan lebih rendah dibandingkan proyeksi sebelumnya yang sebesar 5,1-5,5 persen. Hal itu seiring kenaikan suku bunga acuan BI 7 Day Reverse Repo Rate yang sudah mencapai 175 basis poin sepanjang tahun ini. “Pasti berdampak pada pertumbuhan. Bunga semakin tinggi, kami memotong outlook 2019 menjadi kisaran yang lebih rendah,” kata Deputi Gubernur BI Dody Budi Waluyo.
